The Chicago Board of Education approved on Wednesday a fiscal year 2014 budget that drains reserve funds, includes $68 million in classroom cuts, and is seen by some outside observers, and even CPS officials, as a flawed fiscal document.

“Public comments have reflected dissatisfaction with overall funding levels and it’s a point of view [with] which we agree,” said Tim Cawley, chief administrative officer for CPS in remarks to the board.
