Chicago Chief Technology Officer John Tolva on Tuesday laid out elements of Mayor Rahm Emanuel’s first-ever technology plan, a blueprint the mayor announced this afternoon that includes strategies and initiatives focused on strengthening technology in Chicago.

“It’s time for the shout to catch up with the heartbeat,” Tolva told the audience at a City Club of Chicago luncheon. “It’s time for us to actually tell people what’s been going on here, and that’s the Chicago tech plan.”
