Metra is gearing up to lobby Washington to postpone a deadline to install a costly and intricate rail safety system, and the agency may also lobby Springfield to protect the rail agency’s very existence.

Emanuel vows fight against 'Big Tobacco'

Mayor Rahm Emanuel at Wednesday’s City Council meeting said he had fought against "Big Tobacco" throughout his lifetime as the chamber passed a law banning the sale of all flavored tobacco products within 500 feet of schools.

Emanuel warned that tobacco corporations would fight off further city regulations, such as a proposed ban on the use of e-cigarettes in public places that is currently in committee. “Next month, tobacco companies will come in and they will work you over,” Emanuel told aldermen.

Participatory budgeting leads to organic garden in 5th Ward

Members of the Chicago Community Development Commission on Tuesday approved the development of a $200,000 organic garden at 2301-2307 E. 71st St., a proposal that arose from a new citizen-based “participatory” budgeting process in Alderman Leslie Hairston’s 5th Ward.

The organic garden is the result of a participatory budgeting process where 5th Ward residents decided how to best spend aldermanic menu money – the $1.3 million in discretionary funds council members receive each year for projects in their wards.

E-cigarette ban in public places smolders in committee

Members of the City Council’s Health and Finance committees decided during a joint meeting Monday to defer the vote on an ordinance banning “e-cigarettes” in public places where tobacco products are already banned, such as restaurants. The ordinance would also build on a state ban this year of e-cigarette sales to minors by imposing a $1,000 fine to retailers caught selling electronic cigarettes to minors.

Referendums for March ballot set without elected school board item

Chicago's City Council Finance Committee on Monday approved placing three non-binding referendums concerning taxi rates, high-capacity firearm magazines and guns in restaurants on ballots in Chicago for the upcoming March elections.   

Nurse staffing shortage plagues county hospital system

The Cook County Health and Hospitals System Finance Committee on Friday approved extending three separate contracts with staffing agencies that refer nurses to the county system. The contract extensions, each until May 31, 2014, prompted the question of how much progress CCHHS has made on the perennial issue of nurse staffing shortages.

“We’ve been grappling with this since our first meeting years ago,” said board member Jorge Ramirez, alluding to the CCHHS Board’s formation in 2008.

CCCHHS is short about 300 nurses, according to spokeswoman Caryn Stancik.

Tunney cheers on changes to plans for Wrigley redevelopment

Members of City Council Zoning Committee on Thursday approved changes to plans for the massive redevelopment of Wrigley Field.

The newly-approved plans do not contain a previously proposed pedestrian bridge and call for the entrance to a new hotel to be located along a residential street instead of a commercial street, as pitched previously. Wrigleyville Alderman Tom Tunney (44th) – a one-time skeptic of the development – hailed the revised project as a “generational development” that will bring economic development and tax revenue to the city.

Troubled juvenile detention center in spotlight at Cook County Board meeting

The Cook County Board of Commissioners approved on Wednesday a one-year contract extension for security services at the county’s Juvenile Temporary Detention Center despite vocal opposition from a handful of commissioners and broader questions about the facility, which is under federal control.

Maria Antonia "Toni" Berrios, 36, has served the 39th District in the Illinois House since 2003, representing the neighborhoods of Avondale, Belmont-Cragin, Hermosa, Logan Square and Portage Park on Chicago's Northwest Side.

Berrios is the daughter of Joe Berrios – Cook County Assessor and chairman of the Cook County Democratic Party. Joe Berrios was also the first Latino elected to the Illinois General Assembly, a position that propelled him to the Cook County Board of Review as well as a lucrative and controversial lobbying career.

Emanuel’s budget sails through City Council

The City Council on Tuesday approved Mayor Rahm Emanuel’s proposed $6.98 billion budget for 2014 by a vote of 45-5. The vote followed a low-key discussion on the council floor, with aldermen mostly praising the mayor and his budget team.

In remarks to the council, Emanuel on Tuesday said, “The budget does reflect the consensus about a strategy three years running.” Emanuel’s previous two budgets passed by margins of 50-0 and 46-3.
