County commissioners call for cellphone law to deter human trafficking

In an attempt to tackle the sweeping problem of human trafficking, the Cook County Board passed a resolution on Wednesday calling for either a state or federal law that would require cellphone providers to keep a photo ID and physical address of all customers.

According to resolution language, human trafficking perpetrators and victims alike tend to use no-contract, prepaid cellphones, which are “impossible to track because phone carriers do not require a contact, photo identification or minimum age.”

Revenue shortfall in CountyCare

Cook County is falling short on the revenue expected to be received from CountyCare, the federal waiver program providing health care to county residents newly qualified for Medicaid under the Affordable Care Act.

John Cookinham, chief financial officer of the Cook County Health and Hospitals System, told Cook County board members on Wednesday that the shortfall is due to state delays in completing Medicaid applications.

County to have new parking tax rates, possible parental leave policy

The Cook County board signed off on a measure Wednesday that would replace the county’s tiered parking tax structure with a percentage-based rate, a system the county says has been implemented in cities such as Philadelphia and New York.

Commissioners approved a 6 percent tax rate for daily parking and a 9 percent rate for weekly and monthly parking that will take effect Sept. 1. The change was made possible by a state law passed earlier this year that allows the county to implement the new structure.
